Absconding narcotics accused arrested from Hong Kong and brought to Vadodara

Ten years ago, after fleeing from Sayaji Hospital in Vadodara, an accused drug mafia was arrested by the Crime Branch team in Hong Kong as he fled abroad after evading the police. The SOG team has taken custody of the accused and initiated proceedings.

As per the details, Xi Jing Feng alias Richard was arrested by NCB Ahmedabad on charges of narcotics offenses on 22nd November 2008 with drugs named Methamphetamine worth Rs 12 crore from Vadodara Bypass Road, near Maneja. His two other accomplices Gunasekharan Pillai and Ravindra Karpyano were also arrested. Both were sentenced to life imprisonment in the case filed by NCB Ahmedabad and are currently lodged in Sabarmati Jail, Ahmedabad.

While Xi Jing Feng alias Richard was remanded in judicial custody at Vadodara Central Jail. He came in contact with many other accused and with their help he conspired and fled from Sayaji Hospital on 28th April  2011 evading the police. He was taken to the SSG Hospital for treatment by the team and he escaped from the back gate of the hospital. A case was registered in this regard at Raopura police station.

The accused then fled to Nepal and from there he went to Canada. With the help of a fake passport from Canada, he went to Hong Kong, and there he was caught in a money laundering case and was sentenced to 4 years and 4 months.

Meanwhile, on 16th March 2012, after being informed about his arrest, an extradition proposal was sent to Proper Channel MEA on 27th October 2012 to bring him back to India. On completion of the sentence of the accused, an order was issued on 7th February 2018 to hand over the accused to India. The accused filed an appeal in Hong Kong SAR against the order which was dismissed on 7th May 2021. The Consulate General in Hong Kong informed the Indian authorities to send two officers to Hong Kong as escorts to hand over the custody of the accused.

Two officers of the Crime Branch were sent with necessary correspondence with various departmental authorities and Hong Kong embassies for this work. The officers who took possession of the accused from Hong Kong have returned and necessary action has been taken by SOG for the crime filed in Raopura police station and with the NCB.
